John Healey MP
Chancellor of the Exchequer
HM Treasury
1. Horse Guards Road
LONDON
SW1A 2HQ
Dear Chancellor,
8th October 2026
I start this Open Letter to you with the worrying observation that, as Chancellor of the
Exchequer, you are a member and supporter of the Fabian Society. It is also to be noted
that your immediate predecessor, Rachel Reeves MP, is too a Fabian…as is the current
Governor of the Bank of England, Andrew Bailey.
It is also on public record that our new Prime Minister, Andy Burnham MP, is a strong
advocate for the Fabian Society, as are three members of your own Treasury
team…Emma Reynolds MP, James Murray MP and Lucy Rigby MP.
With this clearly very influential think tank in mind, not to mention the current hysterical,
bogus and completely pre-planned Fabian ‘war drums’ that are now starting to be sounded
against Russia (for which the British people will not be falling for), two books have recently
come onto my radar. The first was The Milner-Fabian Conspiracy – How an
international elite is taking over and destroying Europe, America and the World by
Ioan Ratiu. This was published in 2015 and the entire book can now be read here.
The second, which I have just finished reading, is The Fabian Society – The Masters of
the Conspiracy Exposed by Guy Boulianne. This book was first published in French in
2019 and in English last year. As with the first book, the evidence portrayed is compelling
and is extremely worrying to say the least. It would seem to confirm that something is
dreadfully amiss in the way that our country has been…and is being…quite deliberately
hollowed out and distressed by using the age-old Fabian ploy of ‘permeation’ or stealth.
And both books explain perfectly the way in which I have been treated by your
predecessor, the Rt. Hon. Rachel Reeves MP. My suspicions as to why she was
determined not to answer six very clear questions about strategic finance have been
confirmed by the devastating content of these two books. The blunt truth is that the
British people are being duped on a truly massive scale and this must come to an
end on YOUR watch. Put simply, the game is up!
In your Growth Speech on Monday 7th September, you stated that your forthcoming
Budget is to be “a roadmap to fiscal devolution”. In the light of my five previous and failed
attempts to elicit proper and comprehensive answers to those six politely-put questions
(sent to your predecessor by my MP, Tim Farron, between October 2024 and March 2026),
I would strongly suggest to you that it would be far better for the British people if your
Budget was to become ‘a roadmap to fiscal truth and freedom’.
With this in mind, I am now giving you the opportunity to answer those six questions
comprehensively before you give your first Budget. They are:
1. As the Governor of the Bank of England is ultimately responsible to HM Treasury and to
Parliament for his actions, when Andrew Bailey returns from his strategic bi-monthly
meetings of the Economic Consultative Committee at the Bank for International
Settlements in Basle, Switzerland, do you, as Chancellor of the Exchequer, receive a full
and formal briefing from him in person as to what was discussed and what decisions were
made?
2. Is Professor Richard Werner, who is one of the world’s leading economists, correct in
his public pronouncement that the City of London is classed legally as a state within a
state and, if this is in fact correct, how can the Bank of England, that’s physically located in
a foreign state with its own form of sovereign governance, be allowed to have
responsibility over our nation’s finances in the way it does?
3. On becoming the Chancellor of the Exchequer, were you already aware of what
happened on August 7th 1914 and the incredible success of the Treasury-issued, debt-free
and interest-free ‘Bradbury Pound’ in immediately preventing a complete collapse of the
British economy at the start of World War One?
4. Is the UK Government moving us into a form of fiscal governance based around
Stakeholder Capitalism as proposed by the World Economic Forum?
5. Will you now announce the complete expansion of the M0 fiscal mechanism (currently
used by HM Treasury to create the debt-free and interest-free coinage used by our nation)
so as to properly fund with debt-free and interest-free Treasury Sovereign Money our
essential public services, vital infrastructure and strategic industries?
6. Are you at all concerned, in your capacity as Chancellor of the Exchequer, that the
entire global financial and banking system, including the volatile and pivotal financial
markets, is all in the hands of powerful and private people who are unelected,
unaccountable and who meet in complete secrecy to decide how much money…or, to be
much more accurate, how little money… the world is allowed to spend?
With the current refusal by HM Treasury (all five attempts to get a meaningful response
from Rachel Reeves MP carefully documented here) to answer these six strategic fiscal
questions of immense importance, simple logic decrees that both Westminster and
Whitehall would appear to be working for the selfish and vested interests of the City of
London and not for the well-being and prosperity of the British people as a whole.
Chancellor, I am now giving you the opportunity to set the record straight before you
present your Budget to the British people in just under three weeks time. Failure to
promptly answer these six polite but searching questions in a comprehensive and detailed
way will confirm beyond all reasonable doubt that our country has indeed been hijacked
and taken over by a corporate, Marxist and quite criminal mind-set that uses gradual
stealth, gross deception and high treason to achieve its goals – exactly as is outlined in
those two aforementioned books!
I now await your prompt, respectful and detailed response.
Yours sincerely,
Justin Walker – The Great Rising (www.the-great-rising.org)
